Historic appointment of the Honourable Michael H. Tulloch as Chief Justice of Ontario and President of the Court of Appeal for Ontario

The Young Bar Association of Montreal (" JBM ") welcomes the historic appointment of Justice Michael H. Tulloch as Chief Justice of Ontario and President of the Court of Appeal for Ontario. He will succeed Justice George R. Strathy, who retired last August. As Chief Justice, he will be responsible for the governance and administration of the Court of Appeal for Ontario. He will also be a member of the Canadian Judicial Council, whose aim is to improve the quality of judicial service in Canada's superior courts.

He was appointed a judge of the Ontario Superior Court of Justice in 2003 before being elevated to the Ontario Court of Appeal in 2012, becoming the first black Canadian to sit on an appellate court in Canada. In 2016, he was commissioned by the Ontario government to conduct an independent review of routine police checks, or "carding", a reprehensible practice that, according to Mr. Tulloch's two reports on this subject, the first of which was published by the Ontario following this analysis, namely the Report of the Independent Review of Police Oversight Bodies (2017) and the Report of the Independent Review of Routine Checks (2018).

This appointment and Judge Tulloch's career path are models for the Quebec legal community, which is keen to promote inclusive justice for all litigants and ensure greater representation of members from diverse backgrounds within its ranks.
